Passengers are hereby informed that, as of 1 November 2026, a new Regulation on the Visa Regime of Montenegro (Official Gazette of Montenegro, No. 158/2026) enters into force, introducing changes to the entry requirements for citizens of Türkiye, the Russian Federation, Belarus, the People’s Republic of China, and Saudi Arabia.
Under the new rules, citizens of the above-mentioned countries travelling with ordinary passports are required to hold a valid Montenegrin visa, unless they meet the prescribed conditions for visa exemption or possess another legally recognized basis for entry.
Visa Exemptions
In accordance with Article 5 of the Regulation on the Visa Regime, travellers may enter Montenegro without a separate Montenegrin visa if they hold a valid Schengen visa or a valid visa issued by the United States of America, the United Kingdom, the Republic of Ireland, Australia, Japan, Canada, or New Zealand.
The same applies to holders of valid residence permits issued by a Schengen Area country or any of the countries listed above.
Stay in Montenegro on this basis is permitted for a maximum of 30 days, or until the expiration of the relevant visa or residence permit if the document expires earlier.
Travellers holding a valid and approved temporary residence permit, temporary residence and work permit, or permanent residence permit in Montenegro may enter the country in accordance with the applicable regulations.
Please note that confirmation of a submitted application for temporary residence does not constitute an approved residence permit and, by itself, is not sufficient grounds for re-entry into Montenegro.
Holders of eligible travel documents issued by the competent authorities of Hong Kong and Macao may enter Montenegro visa-free for up to 90 days.
Special rules may apply to holders of diplomatic, official, and other special categories of travel documents.
Recommendation to Passengers
Passengers are advised to verify, prior to travel, the entry requirements applicable to their nationality and type of travel document, as well as the validity of all required documents.
Passengers who do not meet the prescribed entry requirements may be denied boarding.
For detailed information regarding Montenegro’s visa regime, passengers are encouraged to contact the relevant Montenegrin diplomatic and consular missions or consult the official information provided by the Ministry of Foreign Affairs of Montenegro.
